Some Premises And Background On The Conflict, The Being, The Victim And The State Assistnance

Starting from pointing out some events that explain the armed conflict in Colombia and the effects that derive from it, the authors address the discussion on the focus of attention, based on the documents produced by the State and the organizations of the people who live the mentioned effects. The most notorious consequences point to mental health; In contrast, psychosocial care does not meet the standards proposed. In the midst of this critical development, the category of "survivor" is indicated instead of that of "victim". Also, the pyramid of pain is presented, a construct with which three levels are exposed: pain before specific events, the violent situation and chronic pain before the inalterability of the situation. Afterward, the progress in the application of the norms is pointed out, specifically Law 1448 of 2011, based on what is stated in it and what the victims have stated about its application. Finally, it is discussed whether reparation to victims is really possible, due to the legal and psychosocial connotations of the term, and what is the true scope of the law.
