Application of Flexibility in the Expansion of an Electrical Grid in the Philippines

This paper presents the application of flexibility analysis to be included in generation and transmission network planning in the Philippine Visayas grid. Visayas is a challenging grid composed of six interconnected islands where each island has significant imbalance between load and generation, while some islands have significant variable renewable energy generation. Flexibility indicators such as loss of load and curtailment were used to compare network development scenarios. Initial simulations were done for a network model snapshot in late 2019, and load data from the last quarter of 2019. Case studies were conducted considering a forecasted 2020 load growth and incorporating network development projects scheduled in 2020. Results show that additional projects such as incorporating battery energy storage systems may need to be incorporated to the existing plans to fully address network flexibility issues.
