Abstract
One of the TSO responsibilities is a development of the Defence and Restorations plans. This process includes detailed calculation, simulation and instruction publication. Black start unit are regularly certificated and TSO contracts their services as ancillary services. The real test of "Black Start" units is the only possibility how to check applicability of restoration plan in practice.
