Ontology Model Based On Knowledge In Bidding Decision

This paper describes a method to enhance bid preparation process through the introduction of ontology based knowledge system technology. Each year a number of requests for proposals maybe received in a company. Owing to the high cost of bidding, the bid/no bid decision has long-term implications for the company, as contracts can typically last for ten years and longer. An ontology based knowledge model was proposed to capture the Organisation's consensual business perspective regarding-key decision factor. The user (typically the business managers) is interrogated on the criteria which influence the bid/no-bid decision. Based on the user's responses, the system provides a recommendation concerning the attractiveness of the bid opportunity. This recommendation is based on rules and weights derived from previous bids and the expertise of several managers. Explanation and reporting capabilities are included, as well as interfaces to other company systems.
