Abstract
There are many prominent problems in some enterprises, such as the employees' low work efficiency, absence of enthusiasm, passive management, and so on. Tracing these problems to their causes, it is that the enterprise performance evaluation system is not perfect, especially those large-and-medium sized enterprises that are short of integrate human resource management system in general, which does not match with enterprise development strategy and target. If there is not a suit of reasonable, fair and scientific performance evaluation mechanism, motivation mechanism can neither work nor exert true action. In view of these existing problems in the enterprise performance evaluation system, based on human-based management theory, market-oriented economy theory and system theory, the principle for the enterprise staff performance evaluation system is given, target system, emolument system, assessment system and guarantee system are taken as basal components, the integrated framework of enterprise staff performance evaluation system is established. In this framework, its core is scientific and high effective performance evaluation mechanism, the precondition is target system, the foundation is emolument system, the key is assessment system and the necessary condition is guarantee system. The establishment of the framework is helpful for the enterprise putting staff performance evaluation into practice.
