•Gd affects UO2 oxidation onset minimally, slows 1st step, & delays 2nd step onset.•Gd content affects kinetic mechanisms for 1st and 2nd U oxidation steps.•UO2 oxidation proceeds through at least three steps rather than reported two.•UO2 oxidizes to U3O7/U4O9 via Phase Boundary transitioning to Nucleation & Growth.•U3O7/U4O9 oxidizes to U3O8 via Nucleation & Growth transitioning to Phase Boundary.
