Proposal generation for a network

A method for generating proposals in a network can include, generating a first plurality of proposals for a first aspect of the network for a first controller, wherein each proposal from the first plurality of proposals assigns resources based on defined parameters, evaluating each proposal in the first plurality of proposals based on features of the first plurality of proposals, assigning a value to each proposal in the first plurality of proposals based on the evaluation, ordering the first plurality of proposals into a sequence according to the assigned values, the first network controller receiving a second plurality of proposals from a second network controller based on the first plurality of proposals via perturbation, submitting a proposal from the second plurality of proposals, and instructing a module associated with a selected proposal from the portion of proposals to implement the selected proposal.
