Research on Construction and Dispatching of Virtual Power Plant Based on Reserve Energy Storage of Communication Base Station

With the rapid development of mobile communication technology, the coverage area of mobile communication base station is becoming more and more extensive. When the power system is in normal operation, the reserve energy storage facilities inside the base station are in idle state, which can be used for power system dispatching to solve the prominent problems brought by renewable energy power generation. First of all, this paper evaluates the regulatory potential of communication base station energy storage resources (BSES) and constructs an equivalent model of BSES under the circumstance of ensuring the reserve demand of communication base stations. Secondly, based on the situation of the hierarchical and partitioned management of distribution network, the BSES facilities are dynamically aggregated via hierarchical agglomerative clustering algorithm, and a region-level virtual power plant (VPP) is constructed. Finally, the multi-regional VPPs joint optimization dispatch strategy is carefully designed to balance each area power of the stratified partition.
