Abstract
2015年是全面深化改革政策落实的关键年.笔者近期赴多个省份调研了解到,部分改革决策在中央到地方的传导过程中,不同程度地存在一些梗阻点.改革落实过程中的梗阻点究竟在哪里?是什么原因导致政令有时落地不畅?笔者选取了部分地区在落实改革过程中的一些具体案例,梳理出政令传导链条上一些带有共性的不畅因素.
