Abstract
通过对深圳市当前建设用地预申报制度的剖析,分析存在的问题及厚因,结合深圳市规划国土管理的新形势,对建设用地预申报制度进行优化和改进,提出建立“主动服务,规划引导,提前核查,共同责任”的建设项目用地预申报制度.通过深圳市近期建设与土地利用规划2012年度实施计划的实践,表明改进后的用地预申报制度符合当前深圳年度计划管理需要.
