中国海洋科技投入产出效率规律分析与“十三五”趋势预测

Abstract
基于规模报酬可变的DEA模型,对全国和各涉海城市的海洋科技投入产出效率进行评价.研究发现,我国海洋科技投入产出效率在空间范围内呈现出“北高东高南低”的格局;时间尺度上表现为区域差距缩小的趋势;行政和政策优势对投入产出效率起着重要作用;各涉海城市可分为高效率型、规模有效型、技术有效型和低效率型四个梯度;“十五”至“十二五”全国海洋科技投入产出效率由高速上升转为稳中有进,“十三五”发展前景较为乐观.最后,结合海洋科技投入产出效率现状,提出对策建议.
