建筑业是资金密度大、劳动力密集的产业,2014年建筑企业营业税及附加5325.48亿,占当年全国税收收入的4.46％,行业平均税率约3％.建筑企业在整个社会中占有不可或缺的地位.但企业数量基数庞大,技术水平低下,成本连年上涨,导致社会竞争不断加剧,不确定性因素严重等问题最终导致利润一直维持较低水平.
