政府科技管理职能本质上是公共事务管理,文章研究新时代政府科技管理职能的内涵,梳理科技管理权责清单,指出政府"有限非全能"的市场经济定位,提出政府在职能转移中要转变管理思维、激活创新主体活力、勇于担当基础科学领域的掌舵者和建设主力,最后给出社会企业承接政府转移科技管理职能的策略建议.
