我国住房公积金制度经过二十年的不断完善,对社会经济发展起到了积极作用.但因该制度自身存在问题,目前在解决中低收入群体住房方面远未收到预期效果.本文在分析住房公积金制度缴存和使用两方面存在问题的基础上,从价值观念、功能定位、战略定位、法制建设、业务机制、监督机制、资金管理和政府作用等方面探讨完善住房公积金制度的改革策略.
