在强化政策性金融机构政策性、公共性、准政府机构的定性定位背景下,对其执行预算管理不仅有利于建立金融机构预算管理体制、健全政府预算管理体制,而且对于完善政策性金融机构绩效评价具有重大意义.以中国农业政策性金融机构为例,系统探讨了政策性金融机构预算管理的方法及以预算管理为基础的绩效评价办法,为进一步深化我国政策性金融机构改革提供了新的思路和借鉴.
