Abstract
我国博士后制度实施已经35年,但出现了功能定位不清晰、效益不明显等问题.解决这一问题可以借鉴美国博士后制度重在使用的做法,将我国博士后制度准确定位于使用,并围绕使用改革现有管理体制,通过在使用中全面提升博士后人员的科研水平和创新能力,从而实现这一制度在知识创新、科技创新、人才创新中的价值追求.
