Abstract
依据海南省海洋功能区划划分的46个旅游休闲娱乐功能区的均质海域作为评价对象,遵循显著性、稳定性和易比较原则确定了旅游区规模、资源丰度、海洋自然条件、交通通达度、区域旅游设施完善程度和区域经济水平7个影响因素及其16个因子,建立旅游用海因素指标质量评价体系,得出了46个海南省旅游休闲娱乐区质量评分数,将旅游用海的级别按3个等级类分别划分为3个级别,该成果用于确定海南省旅游娱乐用海基准价格,用于海域价格评估,为海洋主管部门招、拍、挂出让海域使用权提供价格参考.
