Abstract
为了改进和弥补当前年度单一指标目标管理中存在的全面性、前瞻性和灵活性不足,构建了基于小尺度时段的环境空气质量逐月动态目标分解方法,制定安新县PM10、PM2.5、SO2、NO2、CO和O3_8H的年度及2019年9-12月月度目标,并视实际目标完成情况灵活调整CO和O3_8H剩余控制目标及9-12月月度参考目标,拟为《打赢蓝天保卫战三年行动计划》提高城市精细化管理水平提供方法支持.
