医养结合的实质,是以老年人健康为本,整合政府和社会各方资源,为老年人群提供连续、综合、适宜的照料与护理服务.我国是世界上老年人口最多的国家,老龄化速度较快,有限的医疗卫生和社会养老服务资源远远不能满足老龄社会的需要,老年人的医疗卫生服务和生活照料需求日益强劲.
