Abstract
With the development of modern information technology and the changes of people's needs, government services have shown a clear trend of digitization and intellectualization. This paper selects 31 provincial governments as the research objects, and uses qualitative comparative analysis (QCA) to analyze the influencing factors and multiple paths of digital government construction. The research found that the construction of digital government is based on the combined effect of multiple factors. From the perspective of the combination path, there exist three modes to realize the construction of digital government: internal-driven, external-driven, and internal-external linkage. In future construction, local governments should not only take internal and external conditions into account but also promote government construction in line with social development and people's needs, and fmally realize the modernization of the national governance system and capabilities.
