•There is little research explaining the persistence of small-scale burning practices.•Little work is being done in sub-Saharan Africa to curb burning emissions.•Bottom-up approaches to reduce small-scale burning may be a more feasible approach.•Implementation research is needed to understand compliance to burning interventions.
