•Novel approach synthesizing 1Tʹ-MoTe2 with high reductive potential and conduction.•The 1Tʹ-MoTe2 nanosheets showed high-efficient hydrogen evolution catalysis.•RGO further enhancing the activity and stability of catalytic hydrogen catalysis.•Doping Cu cation further enhanced activity and stability.•RGO/1Tʹ-MoTe2: Cu nanostrcutures showed most active and stable catalysis.
