MEXICAN MUNICIPALITIES: EVOLUTION, CONTEXT AND CHALLENGES

This paper presents the evolution of some major aspects of municipal institution in Mexico. In addition to the legal framework, some features of the local government and participation mechanisms are discussed. The analysis highlights the importance of instruments for settling disputes between levels of government and risks of re-centralize political power and decisions creating an imbalance in intergovernmental relations.
