Cross docking for libraries with a depot

•We consider a low-cost depot for organizing transportation in library systems.•The optimal policy structure is derived for one and two location systems.•We propose an effective heuristic that exploits the optimal policy structure.•Cross-docking at the depot is effective when the total stock is low.•Formulations with memoryless rental time distributions yield effective decisions.
