The Reform of Hospital Scientific Research Management in the Era of Public Creation

In the "Thirteenth Five-Year Plan" period, China will focus on the implementation of the innovation driven development strategy and build mass entrepreneurship and innovation atmosphere. The transformation of scientific and technological achievements will be encouraged according to the strategy. Hospitals play a very important role of medical technology development. Large number of scientific and technology outputs of medical are from hospitals. However, most hospitals are lack of protection awareness of intellectual property and have imperfect intellectual property management systems, which leading to the low transformation rate of their achievements. This paper analyses the current policy direction and innovation mode of scientific research management, mainly including the collaborative innovation mechanism with the guidance of programs, cooperation mechanism of hospital-college and hospital-enterprise, scientific research evaluation and incentive mechanism. Finally, the paper proposes countermeasures and suggestions for the futureentific research management of hospitals, such as encouraging the collaborative innovation, establishing and pe scirfecting the management systems of intellectual property rights, and increasing the indicators and weight of achievement transformation.
