In-depth integration of navigation and communication is an important means to solve the vulnerability of satellite navigation, and is also an essential part of the future PAT system. The co-hand system is one of the widely used solutions, but it has a problem of near-fur effect. To solve the problem, this paper proposes a TH/DS-OFDM system which realizes the integration of positioning system and communication system from the signal level and frame structure level, and solves the near-far effect with the time-hopping method. The simulations prove that the TH/DS-OFDM signal has a larger working range than the co-band signal, and there is a 20dB gain of the positioning accuracy compared with the co-hand system when the base station spacing is 2km.
