Sports mega-events and overestimated promises: the case of the 2014 FIFA World Cup in Brazil

Abstract
This work aimed to identify the legacy left by the 2014 World Cup in Brazil regarding tourism development and urban mobility. A qualitative research was performed using descriptive statistics to assist discussion. Data were gathered from the the Brazilian Government and Federation Internationale de Football Association - FIFA. Results pointed out that foreseen investments were not fulfilled. Failure to carry out all the projects and actions judged necessary and justified by the mega-event confirmed the research hypothesis that expenditures were underestimated and the magnitude of benefits of the expected legacy was overestimated.
