This study surveyed 940 elders regarding their perceptions of the services they received under the Independent Living Program for Older Individuals Who Are Blind (Title VII, Chapter 2 of the Rehabilitation Act, 1973, as amended). Significant differences were found in perceived outcomes based on the elders' gender, age, living arrangements, and age at onset of visual impairment. The results have programmatic and service delivery implications for staff who conduct program evaluation.
