Governance regimes for large transport infrastructure investment projects: Comparative analysis of Norway and Sweden

•Governance regimes for major transport investments in Sweden and Norway are studied.•In Norway, the Ministry of Finance imposes external quality assurance requirements.•Sweden has no corresponding ministerial oversight.•More formalized process in Norway, but cost-benefit have more weight in Sweden.•Neither country has introduced a formalized ex post evaluation process.
