Dynamic study of Dominion's system restoration plan in RTDS

This paper presents the dynamic study of the Dominion Energy Virginia (DEV)'s System Restoration Plan (SRP) in the Real Time Digital Simulator (RTDS) environment. Firstly, dynamic models of DEV restoration paths are created and real-time simulations are performed to validate the feasibility of DEV's current SRP. Secondly, protection coordination and synchronization of islands have been studied and tested. The assessment results show that the relays operate reliably during the restoration process and islands can be successfully synchronized. The proposed restoration study and obtained simulation results can help system operators better understand the restoration goal and be prepared for unexpected blackout conditions.
