•The Jobs Act was a structural reform of employment protection.•According to our model it should have affected both hirings and firings.•Large firms were less responsive than small firms on the hiring margin.•Small firms were not responsive on the firing margin.•On the hirings margin the dominant effect was from the initial large hiring subsidy.
