•A three-level distributed voltage control architecture is proposed, for highly PV penetrated networks.•First level comprises voltage flicker control that mitigates the fast voltage fluctuations in sub-second time steps.•Second level constitutes local voltage control to maintain the node voltages close to the mean value of one per unit.•Third level devises a coordinated voltage control strategy that reduces the PV curtailment.•Proposed voltage control architecture addresses the voltage quality paradigm with minimum computation and least latency.
