•Superior activity temperature window with 170–425 °C for Cu0.01Ce0.09TiOx.•Much higher NH3-SCR activity even with SO2/H2O and high GHSV at low temperature.•Surface Cu species enrichment, formation of more surface Ce3+ and absorbed oxygen.•Increase in the redox property and NOx adsorption after substitution of Ce by Cu.
