Tendências democráticas e autoritárias, arquiteturas distribuídas e centralizadas | Democratic and authoritarian tendencies, distributed and centralized archictetures

RESUMO  O objetivo do artigo e explorar a tensao entre tendencias de controle democratico e autoritario nos arranjos sociotecnicos que conformam o ambiente tecnologico cibercultural. Na primeira parte do texto, desenvolvemos uma argumentacao teorica em dialogo com autores classicos sobre as configuracoes politicas inscritas nos aparatos tecnologicos. Em seguida, exploramos os efeitos praticos provocados pelas forcas que favorecem dinâmicas mais centralizadas ou distribuidas na internet, com o objetivo de enunciar alguns desafios politicos relativos a vigilância de massa, a liberdade de expressao e as novas formas de exercicio do poder. ABSTRACT  The objective of this article is to explore the tension between democratic and authoritarian control of trends in socio-technical arrangements that make the cybercultural technological environment. In the first part of the text we developed a theoretical argument in dialogue with classical authors on the registered political configurations in technological devices. Then we explore the practical effects of the forces that favor more centralized dynamic or distributed on the Internet, in order to establish some policy challenges regarding mass surveillance, freedom of expression and new ways of exercising power.
