Based the training scheme of Plan for Educating and Training Outstanding Engineers( PETOE) Xi'an University of Posts and Telecommunications Communication, combined with the characteristic of communication engineering,the specialized core course ofsignals and systemswas reformed to accord with standard of the cultivation of outstanding engineers. Because the specialized core course was more abstract and difficult to understand,and emphasized on the physical characteristics of the concept,this course was reformed by combining with the actual situation of outstanding engineers student pilot class. Reform of teaching contents was to increase simulation experiments,such that the theory combined with practice. The reform helped students to understand physics concepts;.Reform of teaching methods was to increase the topic seminars hosted by students. The reform could arouse the enthusiasm of their learning and deepen the understanding of knowledge. Reform of evaluation methods was to take diversity assessment. The reform could comprehensive evaluate of students' grades; at the same time could carry on the teaching material construction and teaching staff construction,etc. After the teaching reform,teaching quality was high in class,students were interested in learning,and could solid grasp on the knowledge,understand the concept of the physical depth,finally achieved good teaching results. This way can be replicated in similar courses in the teaching reform.
