Steel slag in China: Treatment, recycling, and management

•Although the steel slag utilization rate is only 29.5%, 300 million tons of steel slag have not been used.•The main reasons for this low utilization rate included outdated treatment approaches, limited utilization for road construction, and legal restrictions on agricultural applications.•New policies are needed, and the concept of gradual utilization was proposed to promote the utilization of steel slag.
