Abstract
This paper presents an automated solution about the congested traffic in the Philippines. An implemented policy that enforces the color coding scheme is the Unified Vehicular Volume Reduction Program. This policy aims to reduce traffic congestions, by restricting vehicles that matches the criteria based on the last digit of the vehicle's licensed plate. The system aims to detect coding vehicles in which the image will send it to the system that notifies authorities. The image of the detected vehicle is first converted to a grayscale image which is then subjected to a morphological operation. The image is then binarized through thresholding. The proposed system uses convolutional neural network to recognize the segmented characters. The system will identify whether the detected car is violating the UVVRP. The expected results shows that the input is an image of a vehicle which then undergoes image processing with the corresponding algorithms. The output shows the license plate of captured vehicles which will be stored in cloud storage.
