•A time sequence segment-fitting method of the forecast error is proposed to support UC decision.•A reserve decision method according to the PDFs of forecast error and characteristics of reserve is investigated.•A more flexible time-varying confidence levels setting method is presented.•A novel chance-constrained UC model combined with TSFM and reserve classification is established.
