•HTC method enables the surface deposition of N-doped carbon layer on the surface of CNT.•The resultant nitrogen-doped carbon/CNT composites show advantages over both tof CNTs (high and nitrogen doped carbons.•The resulting materials with 1.7wt% nitrogen show outstanding ORR activity.
