•Cross-linked phosphorylated (CLP) wheat starch had a high resistant starch (RS) content.•CLP wheat starch was not soluble in cold 2 M KOH and could not be assayed directly.•RS in CLP starch may be determined by KOH treatment followed by enzymatic hydrolysis.•An improved method was proposed to directly determine RS in CLP starch.
