•Conditional DEA is proposed for regulation under heterogeneous environments.•We compare the proposed method to two-stage methods and StoNEZD.•We use data for Norwegian electricity distribution firms to compare the methods.•The proposed method may affect aggregate efficient cost.•The main effect is on relative profitability of firms and customer prices.
