Abstract
This paper explores the potential role of impact assessment as a learning opportunity in faith-based development organisations. Using the case of TDO, a faith-based relief and development organisation, the dual criteria of assessment and learning are applied to TDO's evaluation culture. Information triangulation reveals the internal and external challenges confronted by transformational development organisations in their learning. Philosophical, emotional, and leadership tensions may represent a greater challenge to assessment and learning than the traditional obstacles of time, money, and data.
