黄河流域支流洪水灾害频繁,随着流域经济的不断发展,对支流的防洪要求越来越高.现状防洪工程基础薄弱,缺乏统-规划.2001～2020年需要对流域内的35条支流进行治理,"十五”规划重点安排防洪任务重、灾害影响大的11条河流(段)的堤防、护岸、河道疏浚等工程建设,以适应经济发展对防洪减灾的要求.
