Study on exterior power to promote strategic new industries based on incremental probabilistic equation

The formation and development of strategic new industries are realized by certain power. It is the growth power of strategic new industries. This paper establishes an incremental probabilistic equation of strategic new industries economic efficiency, and analyses the positive benefits and negative effects on strategic new industries by control theory. The paper proposes that we must increase positive stimulus measures on strategic new industries for incremental probability of strategic new industries economic efficiency and reduce negative stimulus measures on strategic new industries growth. These positive stimulus measures include establishing subsidies policy of industrial development, subsidies policy of new product's consumption, and purchasing prior independent innovation products that are made in China, etc. These negative stimulus measures include preventing the impact of market and risk on strategic new industries by establishment of national strategic new industries insurance fund.
