•Children understand that agents consider the costs of actions when making choices.•Children understand that the cost of performing an action varies across agents.•Children can infer competence from evidence about agents’ choices and preferences.•Children can design simple experiments to test an agent’s competence.•We propose that these inferences are supported by an intuitive utility calculus.
