我国基层医疗机构于2009年开始正式实施基本药物制度.通过实施基本药物制度,药品价格稳步降低、医疗服务质量逐年提升,以及居民满意度较前大幅提高;但同时也存在基本药物目录的范围过窄,基本药物质量难以保证和基层医疗机构的补偿不到位等问题亟待解决.
