Abstract
Environmental capacity is the most important constraint and precondition of regional development. Presently, regional development planning and environmental management are aiming to carry out planning based on pollutants total amount control, and speed up the processes of layout and approval of new projects. For this point, this paper proposed the division of land suitability for regional development, which is based on regional environmental capacity distribution law and constraints from land resources and ecological sensitive etc. On this basis, we designed virtual entities, gave different development scenarios according to development levels, and finally chose the optimal development scenario by discrete planning model. Therefore, we put forward the constraints on regional development planning in view of environmental capacity, and provided scientific basis and management methods to regional planning and new projects management in this paper. It will enrich and improve the theory and methodology of environmental planning, and boost its role in regional development planning. © 2010 IEEE.
