基于专业序列的中国多层次土地复垦标准体系

Abstract
技术标准体系建设与法制建设,有着同等重要的地位和作用.为推动中国土地复垦事业健康发展,该文根据标准体系以及土地复垦行业的具体特点初步阐述了土地复垦标准体系的内涵,提出了土地复垦标准体系构建的基本原则;同时在分析中国土地复垦标准建设现状的基础上,根据土地复垦标准体系的内在联系,按土地复垦的专业序列(包括调查、评价、规划、设计、预算、施工、监测与管理)从基础标准、通用标准和专用标准3个层次初步构建了土地复垦标准体系框架,制定了中国土地复垦标准体系表,提出了27个标准,可为土地行政主管部门加强土地复垦管理提供技术支撑.
