New way of estimating Weibull distribution's parameter

The definition of deviation coefficient is defined according to the formula of deviation coefficient in the moment method. The parameter equation of sample's cubic difference is deduced from moment definition. The new moment method of calculating Weibull distribution parameter is presented using parameter equation group of sample's average value, variance and cubic difference. This method is simple and convenient to calculate distribution parameter in computer, and removed limitation of using table. A larger amount of simulant sample's distribution parameter is calculated. The calculating results are identical with the table's results and prove that the new method is correct.
