This paper presents a new viewpoint for the post- restructuring power system reliability management based on the fundamental economic concepts of public goods and private goods.The conflicts between stringent engineering limitations and vivid market activities create new challenges for power system reliability management after restructuring. The seamless inter- and intra- company coordination no longer exists after restructuring. Consequently, the previously established systematic methodologies and principles have to be modified in consideration of market competition and other new issues.In this paper, we first review the traditional methodologies and principles of reliability management which reflects the engineering requirement based on the law of physics. Secondly, we introduce the basic concepts and, features of public goods and private goods. Thirdly, we explore the possibility of replacing some of the reliability products and services with market competition and identify those products and services that cannot be provided by the markets. Finally, we present a perspective of the structure of reliability management after restructuring.
